The majority of the time, there are slow training methods available RS Gold. The reason I'm using the term"generally" is because certain members train at F2P locations like SoS Red Spiders or Cockroach troops. They are slower however it places them in the same category as Pf2ps. The people who are close to 99 are more likely join a club than they are to free players. This allows them to increase their experience and decrease their speed.

Since all the variants are identical, it's expected that a pf2p would receive 99 points at a lower rate than a member. But it's unfair to have the abilities be comparably. Although a ranger might be able to achieve an 98 faster than someone who trains, he also has more options available for leveling quickly. However, he won't have much advantage over a player who is not a member until the higher levels. Since, regardless of whether or not an individual is a member, he would have competition against other players for ore rocks.

It's all about what is considered to be a skillcape. Similar questions arise about whether gold medalists in ParaOlympics should receive more recognition than the Olympic gold medalists. ParaOlympics competitors had to overcome physical disabilities in order to be awarded the medal. To diminish the significance of the individual who won the gold medal wouldn't be fair, as he also had the challenge to defeat other physically fit competitors to earn the gold medal.
